Bunkering in Singapore
Singapore is the world's largest bunker port, with a record 56.2 million tonnes sold in 2025. Roadstead arranges every grade on offer there, from VLSFO and HSFO to biofuel, LNG and methanol, through suppliers we have checked.

Where bunkering happens
Ships take bunkers at anchor from bunker tankers licensed by the Maritime and Port Authority of Singapore (MPA). The port's anchorage chart includes the Eastern Bunkering anchorages A, B and C.
Grades
In 2025 Singapore sold 28.8 million t of VLSFO and 21.7 million t of HSFO. HSFO reached 38.7% of sales as the scrubber fleet grew. Distillates (MGO, MDO and LSMGO) came to 4.3 million t.
Biofuel blends grew 56% to 1.36 million t in 2025, and MPA allows blends up to B100. A ship taking more than B30 needs an exemption from its flag state. LNG has been offered since 2021, with 571,400 t sold in 2025. Methanol was first bunkered in July 2023, and MPA licensed three methanol suppliers from January 2026.
Local rules
- Mass flow meters are mandatory for fuel oil since January 2017 and for distillates since July 2019. The quantity on your delivery note is metered, not measured by tank soundings.
- Bunker delivery notes are electronic by default since 1 April 2025.
- Bunkering follows Singapore Standard SS 600:2022, metering follows SS 648:2024.
- Suppliers need an MPA bunkering licence, a certified quality system (SS 524) and paid-up capital of at least S$500,000.
- Singapore is not in an Emission Control Area, so the global 0.50% sulphur cap applies.
How we arrange your stem in Singapore
- Enquiry. Vessel, IMO number, ETA in Singapore, grades and quantities.
- Firm offer. Price, delivery window, payment terms, valid until a stated time. We negotiate with suppliers for the best credit terms on your behalf.
- Nomination. You confirm the stem, we place it with the supplier and send delivery details to the ship and agent.
- Delivery and BDN. The supplier delivers alongside and hands over the Bunker Delivery Note.
Roadstead is a bunker broker. We do not run our own barges; the fuel is delivered by a licensed physical supplier at the port.
Questions about bunkering in Singapore
Are mass flow meters mandatory in Singapore?
Yes. For fuel oil since 2017 and for distillates since 2019. Biofuel deliveries also need a meter suited to biofuel.
Can I get B100 in Singapore?
MPA allows blends up to B100. Above B30 your ship needs an exemption from its flag state, so check that before you order.
Is LNG or methanol available in Singapore?
Yes. LNG since 2021 and methanol from licensed suppliers since 2026. Tell us the quantity and dates and we will check availability.
