Where bunkering happens

According to the Gibraltar Port Authority, bunkers are normally delivered by barge to ships at anchor in Gibraltar Bay, and can also be delivered alongside. The Port Authority's bunkering superintendents monitor every operation under the Gibraltar Bunkering Code of Practice.

Gibraltar publishes the number of bunker calls, not tonnes: 5,267 calls in 2025 against 5,084 in 2024. The Port Authority describes Gibraltar as the largest bunkering port in the Mediterranean.

Grades

The Port Authority says suppliers offer all grades from 30 cSt to 380 cSt. Since the Mediterranean became an Emission Control Area, ships without scrubbers take ULSFO or LSMGO here, and ships with scrubbers can still take HSFO.

LNG bunkering started in March 2021 and a second LNG operator was licensed in 2023. Biofuel blends are available too: B24 was delivered in Gibraltar in 2023 and B30 in the Strait in 2025.

Local rules

  • The Mediterranean Emission Control Area applies from 1 May 2025: fuel must not exceed 0.10% sulphur unless the ship has an approved scrubber.
  • Bunker barges need a licence from the Gibraltar Port Authority under the Port Rules.
  • Bunkering follows the Gibraltar Bunkering Code of Practice, in force since 2002.
